Raytheon is looking for an experienced Material Program Manager for programs located in El Segundo, CA in support of the Trident program within Missile & Space Defense (M&SD) Program Area. The candidate will be responsible for developing and executing supply chain strategies and plans for capture/proposal efforts, international pursuits, & program execution within the M&SD program area. The MPM will serve as the liaison between the Program Managers, IPT’s, and the Supply Chain organization. The candidate will be responsible for the development, supply chain objectives, and enterprise objectives, coordination, and execution of all program material strategies. The MPM will serve as the leader for all program’s supply chain activities and will advise the M&SD MPM Lead, Business Area Sr. Manager, program management office leadership team on material strategies, plans, and supplier risk management activities. The candidate will lead front end of the business SCM activities including early supply chain management involvement and early supplier involvement that is all centered on Enterprise Subcontract Process excellence process (ESPX) and other strategic sourcing. The position requires an individual who will be able to exert influence and have an effect on the overall objectives and long-range goals of the M&SD product line and the program / IPT team.

Responsibilities will include, but are not limited to:

  • Responsible to the customer and program management to meet all material contract objectives (technical, cost, and schedule)
  • Develop and lead supply chain proposal activities including task descriptions and basis of estimates that match the PTW strategies
  • Development of international sourcing strategies for exportable missile warning programs
  • Responsible for robust customer communications and building customer relationships
  • Reporting, tracking, and managing of an integrated product team and/or program responsible for the delivery of procured material from the suppliers, through external testing, and shipment to its contractual destination
  • Resolve material shipment and/or data issues with the program office and customer
  • Work collaboratively with all other functions to ensure that cost estimates and EACs are accurate, processes are being followed, and staffing is appropriate for execution.
  • Conduct material contract closure activity alongside Contracts and Program Office
  • Establish material priorities across the IPT and/or program
  • Provide comprehensive Supply Chain support for Gates 0-11 activities and ensures IPDP compliance for the programs and tailoring when applicable. Key activities typically include: financial management (i.e., EV, budgets, targets, working capital, material sales forecasts, etc.)
  • Overall ownership of the supplier management process (i.e., Supplier Risk/Opportunity Management Plan, supplier performance, Small Business plan development and execution, metrics, international issues, develop/evaluate the MB/MW strategy, the Collaborative Agreement process, etc.), and communication of customer flow through requirements such as FAR/DFARS, ITAR, offset, public law, quality, warranty, etc.
  • Act as the Control Account Manager (CAM) or supports the assigned CAM

Required Skills:
  • Minimum of 8 years of relevant professional experience in Supply Chain, Supplier Management or Project/Program Management
  • Experience leading in cross-functional environment or teams
  • Experience translating customer terms and conditions into supplier requirements and reviewing statements of work for completeness and conformance to program requirements
  • Experience in Earned Value Management or demonstrated performance against financial budgets and forecasts

Candidate position is for factory support in the B08 Production Facility in Goleta, California, involved in the packaging of IR detectors for high reliability space, military and commercial applications. The successful candidate will train to become a skilled electro-mechanical technician in a variety of processes as assigned by management.

Technicians will train under a Senior Technician or Lead or process engineer depending on the skill set requirements and sensitivity of the operation involved. The successful candidate will work well with others, be able to effectively communicate in English with other operators, management/supervision, process engineers and other support staff.

Rigorous attention to detail and the ability to read and follow production paperwork and work instructions in English is required.

A self-motivated, self-disciplined individual is the ideal candidate for this position. Ability to work with individuals and teams outside the department will be required. Tasks will involve working in a factory/lab environment working with chemicals (epoxies, adhesives, solvents, etc.) and following rigorous disciplined methodologies and instructions. Technicians will be expected to wear company provided Personal Protective Equipment (PPE) and strictly follow all safety related processes, procedures and protocols.

Most work will be performed during day shift (first shift), but occasional overtime and weekend support may be required in order to meet customer/program needs. The exact hours worked will be negotiated with the employee and management to obtain an acceptable work-life balance. This is a full-time (minimum 40 hours per week) position.
Due to the ITAR nature of the process, materials and technical data, all candidates must be a U.S. person.

Required Skills:

  • Minimum requirements are high school diploma and 6 years of experience in jobs requiring attention to detail and compliance with verbal and written direction from management.
  • Technicians are required to communicate in English and be able to understand written and verbal instruction in English.

  • The ability to use a computer to access work instructions, perform data entry and complete on-line training is required.
  • Experience in Excel, configuration / data management, and electronic test equipment is required.

Must be detail oriented to record the chronological order of events from beginning to end process. These cases are sensitive in nature and must be handle with strict confidence. The candidate will use the criteria of Executive Order (EO) 13526, or as amended, the Freedom of Information Act and Privacy Act laws. The right candidate will; organize documents in preparation for legal counsel to review must be properly recorded with accuracy, act as a liaison for Other Government Agency (OGA) involved in the process, conduct desktop research analyze results to determine the relevance of a new search or see whether the requested records have been previously declassified and/or released. The individual will provide the rationale for redaction actions on the electronic version of the documents using codes provided in the Sponsor’s declassification guidance; provide recommendations regarding the release of the documents for Sponsor approval; and record decisions in the Sponsor’s automated systems. The individual will determine if a record contains Other Government Agency (OGA) equities and requires external referral or if the record requires non-routine handling. In addition this position will manage the referral process, organize documents in preparation for declassification review and correctly assign these items to the proper equity holder. They will also be responsible for researching previous declassification/release decisions as necessary to ensure accuracy and consistency and provide feedback to the Sponsor.

Must have a TS/SCI security clearance with Full Scope Poly on day one of employment and must be crossover eligible.

Raytheon Company has an immediate need for an Information Review and Release Analyst working a flexible schedule of 32 hours per week on the KODIAK Program, located in the Herndon, VA area. This position requires for the individual to oversee the process of document declassification related to litigation cases, such as civil or criminal cases. Must be detail oriented to record the chronological order of events from beginning to end process. These cases are sensitive in nature and must be handle with strict confidence. The candidate will use the criteria of Executive Order (EO) 13526, or as amended, the Freedom of Information Act and Privacy Act laws. The right candidate will; organize documents in preparation for legal counsel to review must be properly recorded with accuracy, act as a liaison for Other Government Agency (OGA) involved in the process, conduct desktop research analyze results to determine the relevance of a new search or see whether the requested records have been previously declassified and/or released. The individual will provide the rationale for redaction actions on the electronic version of the documents using codes provided in the Sponsor’s declassification guidance; provide recommendations regarding the release of the documents for Sponsor approval; and record decisions in the Sponsor’s automated systems. The individual will determine if a record contains Other Government Agency (OGA) equities and requires external referral or if the record requires non-routine handling. In addition this position will manage the referral process, organize documents in preparation for declassification review and correctly assign these items to the proper equity holder. They will also be responsible for researching previous declassification/release decisions as necessary to ensure accuracy and consistency and provide feedback to the Sponsor.

Must have a TS/SCI security clearance with Full Scope Poly on day one of employment and must be crossover eligible.

Required Skills

  • Must have excellent communication and interpersonal skills, as well as experience working in a team environment
  • Knowledge of Freedom of Information Act (FOIA), Privacy Act (PA), and Executive Order Mandatory Declassification Review (EOMDR) programs and Executive Order (EO) 13526 directive; strong knowledge of the intelligence community with analytical skills background
  • Knowledge of legal terminology, such as in the area of police enforcement, security or court systems
  • Strong work ethic
  • Organizational and time management skills
  • Strong proficiency in on-line tools such as Word, Excel, and Access, and other required systems to be able to perform the requirements
  • Strong multitasking ability, adaptable, and flexible skills

  • Knowledge of sponsor culture and requirements

Required Education

  • A bachelor degree and a minimum of 4 years of experience specific to the skills must be reflected.
  • A paralegal background is strongly desired.
