Raytheon Integrated Defense Systems (IDS) has a need for a Contracts Specialist in our Seapower Capability Systems (SCS) Business Area. Primary responsibilities are supporting the Total Ship Integrated Systems (TSIS) Business Area responsible for the Landing Platform Dock Integrated Ship Board Electronics programs. This position will be located at the Raytheon facility in San Diego, CA.

As a team member for TSIS, you will work directly with the Program Manager(s) and their Leadership Teams to execute contracts for various customers.Primary responsibilities for the position will include supporting several contracts areas within the TSIS Business: Landing Platform Dock (LPD 17 Class), Amphibious Class Ships, Expeditionary Sea Base and TAO Class Oiler Shipbuilding Programs, Polar Security Cutter (PSC) as well as Ship Self Defense Systems (SSDS) programs. The successful candidate will have the opportunity to work on major sole source and competitive program captures as well as potential Foreign Military Sales (FMS) and Direct Commercial Sales (DCS) proposal opportunities.

Thishighvisibilityassignmentwillalsoincludetracking new business program metrics vs Annual Operating Plan (AOP) with reporting accountability into both the Total Ship Integrated Systems (TSIS) Program Director and TSIS Senior Manager Contracts, the Manager, Program Contracts Raytheon San Diego Contracts Site Lead as well as the Seapower/US Navy Business AreaDirector.

This position will allow the selected individual to be involved in many aspects of Contracts Administration and Negotiation such as front-end assessment of business pursuits, proposal preparation, contract negotiation, contract administration, contract acquisition and fulfillment of contract requirements in accordance with company policies, legal requirements, and customer specifications. Management of the customer relationship, theprovision of business counsel and leadership to the Program Management Teams, together with expedited proposal, negotiation and/or definitization of contracts thatarecriticaltoIDSandSCS/TSISPrograms.

The opportunity to develop skills to recognize business and contractual issues in program performance; implement solutions; carry to completion, while exercising good judgment with minimal supervision. Please note that the ability and willingness to travel domestically for customer negotiations, program reviews, and other engagements will be necessary.

Please note that this role will be filled at either a G08 or G09 salary grade level based upon the selected applicant’s qualifications as determined by the Hiring Manager.


Required Skills:
  • At least 4-6 years of professional experience
  • Ability to concurrently work multiple projects / assignments with strict deadlines.
  • Working knowledge of U.S. Government acquisition and related regulations, e.g., FAR/DFARs and ITAR.
  • Effective communicator both orally and in writing; strong analytical skills; strong interpersonal skills; be adaptable to a variety of business situations.
  • Must have the ability to work within a team and to foster teamwork and trust.
  • Possess excellent time management and organizational skills.
  • BA/BS in Business, Finance, or Economics, law or a related field.
  • Ability to Obtain a US Security Clearance
Desired Skills:
  • Familiarity with the Integrated Contract Management System (ICMS)
  • Working knowledge in the use and application of APEX, ICMS, EXIM / RGEMS / SAP
  • Experience working within team environment to foster teamwork and trust with customers and peers.
  • Effective communicator both orally and in writing; strong analytical skills, strong interpersonal skills.
  • Experience with different contractual vehicles
  • Ability to concurrently work multiple projects with strict deadlines.
  • Cross-functional experience working with Finance, Integrated Supply Chain, Business Development, or Program Management
  • Certificate in Contract Management or other related Contracts certification program
  • International DCS / FMS experience
Required Education (including Major):
  • BA/BS in Business, Finance, or Economics, law or a related field.
