<p>MONTEREY, CA /PRNewswire/ ~ In response to federal government foreign language mandates for limited English proficient (LEP) populations and the need stressed by President Obama to identify solutions that leverage new technology to improve public service and lower operational costs, Language Line Services announced the launch of a Foreign Language Center of Excellence (COE) for government agencies.</p>
<p>&#8220;The idea is to provide limited English-speaking populations with efficient and streamlined access to a full complement of language services from the federal Government,&#8221; said Louis F. Provenzano, Jr., President &amp; CEO of Language Line Services, the global leader in interpretation and translation services. &#8220;The Foreign Language Center of Excellence represents a new way to provide language services in a comprehensive, automated and cost-effective manner. In addition to helping reduce government operating costs, this program will help enable a more consistent and positive customer experience. The options can be tailored to each agency&#8217;s unique needs, and all language access activity can be channeled through a central Web-based portal.&#8221;</p>
<p>The country&#8217;s combined ethnic minorities are projected to become the majority by 2050, according to the Pew Research Center, and the U.S. population is expected to swell to 438 million over the next 40 years with immigrants driving 82 percent of the growth.</p>
<p>An online portal will provide streamlined language service access and offer full integration with existing government systems.</p>
<p>Agencies will be able to manage important tasks such as obtaining:</p>
<p>~  Phone interpretation service;</p>
<p>~  Document translation;</p>
<p>~  Localization (&#8220;translating&#8221; websites and other online communications);</p>
<p>~  Cultural sensitivity training;</p>
<p>~  Language proficiency testing; and</p>
<p>~  Demographic data analysis services.</p>
<p>The portal offers &#8220;anytime, anywhere&#8221; flexibility through virtually any device including a smartphone, desktop, laptop or tablet computer. Users will be able to submit requests for reports, metrics, training information and more from virtually any telecommunication system.</p>

<p>~  Executive Order 13571, &#8220;Improving Customer Service&#8221;;</p>
<p>~  Executive Order 13166, &#8220;Improving Access to Services for Persons with Limited English Proficiency&#8221;; and</p>

			<content:encoded><![CDATA[<p> MCLEAN, VA /PRNewswire/ ~ Science Applications International Corporation (SAIC) (NYSE: SAI) announced today it was awarded a task order by the Program Executive Office (PEO) for Simulation, Training &amp; Instrumentation (STRI) Acquisition Center to continue development of One Semi-Automated Forces (OneSAF) to increase its capabilities to a broad audience.  The task order has a one-year base period of performance, four one-year options, and a contract value of more than $55 million, if all options are exercised and funded. Work will be performed primarily in Orlando, Fla. The task order was awarded under the Simulator &amp; Trainer Omnibus Contract (STOC) II vehicle.</p>
<p>PEO STRI provides the U.S. Army with training devices, simulations, simulators and instrumentation for both training and testing. The OneSAF system is a next generation computer generated forces simulation that can represent a full range of operations, systems, and control process, supporting all modeling and simulation domains. It allows users to configure computer generated force systems exactly as they need to support their simulation requirements. Under the contract, SAIC will help implement OneSAF enhancements by providing services in areas including conceptual modeling, engineering, design, development, production, and test and integration.</p>

<p>MENLO PARK, CA /PRNewswire/ ~SRI International and Covia Labs have become strategic partners, working together to develop low-cost and secure communications, network management, and situational awareness systems for the U.S. military, public safety agencies, and commercial clients.  Under the two-year agreement, the two organizations will support contracts with the Defense Advanced Research Projects Agency (DARPA) and the Department of Homeland Defense (DHS) to provide enhanced capabilities on communication devices such as smartphones.</p>
<p>&#8220;Clients are asking for new capabilities and architectures that enable remote, secure, mission-based communications with and without cloud connectivity,&#8221; said Chris Lockett, program manager at SRI.  &#8221;An important need is to be able to deploy commercially developed technology within military and security applications.&#8221;</p>
<p>&#8220;SRI International&#8217;s long history developing innovative solutions for the U.S. military and public safety agencies makes it an ideal partner for Covia as we develop a wider array of services for these markets,&#8221; said David Kahn, chief executive officer of Covia Labs. &#8220;A longer-term objective of this relationship is to develop a low-cost solution that enables the seamless formation of secure teams across different military and public safety agencies.&#8221;</p>
<p>Covia Labs and SRI will deliver solutions that combine the strengths of each organization, such as SRI&#8217;s DynaMesh networking technology and Covia Labs&#8217; secure systems integration and interoperability products. DynaMesh is a secure, mobile, independent network that leverages customers&#8217; existing communications infrastructure to maximize public safety, security, and command and control resources, even during disconnected operations and emergency situations. It is instant and wireless, allowing improved response times and extended communication capabilities.</p>
<p>Covia&#8217;s patented software platform merges the data and functionality found on multiple, diverse devices and equipment into one, fully integrated system. Regardless of hardware, OS or platform, Covia can create a single interoperable system that integrates commercial devices (cell phones, laptops, etc.) to mission-specific equipment (security cameras, sensors, weapons systems).  A designated administrator or multiple users can manage and utilize the resources of all devices on the platform.</p>
<p>For DARPA&#8217;s Transformative Apps Program, SRI will evaluate and deliver Covia Labs&#8217; software platform coupled with SRI&#8217;s DynaMesh &#8220;coreless&#8221; and secure computing technologies to provide warfighters with the right mobile software applications.  It is currently anticipated that the SRI-Covia system will be delivered in late 2011.</p>
<p>For DHS and the public safety market, Covia Labs will extend its communication interoperability solution to enable mission-critical voice communication over emerging Long Term Evolution (LTE) cellular networks that enhance communication of high-speed data.  SRI will analyze the requirements for LTE deployments and assess its use for mission critical applications for public safety operations.</p>

<p>WICHITA, KS /PRNewswire/ ~ The Boeing Company (NYSE: BA) today announced that the Boeing Defense, Space &amp; Security (BDS) facility in Wichita will close by the end of 2013. The Wichita facility currently employs more than 2,160 employees.</p>
<p>&#8220;The decision to close our Wichita facility was difficult but ultimately was based on a thorough study of the current and future market environment and our ability to remain competitive while meeting our customers&#8217; needs with the best and most affordable solutions,&#8221; said Mark Bass, vice president and general manager for BDS&#8217; Maintenance, Modifications &amp; Upgrades division. &#8220;We recognize how this will affect the lives of the highly skilled men and women who work here, so we will do everything possible to assist our employees, their families and our community through this difficult transition.&#8221;</p>
<p>Boeing Wichita is the base for the company&#8217;s Global Transport &amp; Executive Systems business and its B-52 and 767 International Tanker programs. The facility also provides support for flight mission planning and integrated logistics.</p>
<p>Over the past five years, contracts in Wichita have matured, programs have come to a close or are winding down, and the site does not have enough sustainable business on the horizon to create an affordable cost structure to maintain and win new business.</p>
<p>&#8220;In this time of defense budget reductions, as well as shifting customer priorities, Boeing has decided to close its operations in Wichita to reduce costs, increase efficiencies, and drive competitiveness,&#8221; said Bass. &#8220;We will begin program transitions in the coming months, with the complete closure of the site scheduled for the end of 2013. We do not anticipate job reductions as a result of this decision until early in the third quarter of 2012.&#8221;</p>
<p>Bass said that Boeing will continue to have a significant impact on the Kansas economy and the health of the state&#8217;s aerospace industry.</p>
<p>&#8220;The company spent more than $3.2 billion with approximately 475 Kansas suppliers in 2011, spanning its commercial and defense businesses, making it the fourth largest state in Boeing&#8217;s supplier network,&#8221; said Bass. &#8220;Based on Boeing Commercial Airplanes growth projections for the next few years, Boeing anticipates even more growth for suppliers in Kansas. Boeing values its long-term partnership with Kansas, and we will continue to work with all of our stakeholders in Kansas in support of a robust aerospace industry in the state.&#8221;</p>
<p>Future aircraft maintenance, modification and support work will be placed at the Boeing facility in San Antonio. Engineering work will be placed at the Boeing facility in Oklahoma City. Although work on the KC-46 tanker will now be performed in Puget Sound, Wash., the 24 Kansas suppliers on the program will be providing vital elements of the aircraft as originally planned.</p>
